RUBBISH has continued to build up in parts of St Paul's as residents claimed they had still not had collections following the snow.
Councillor Andrew Lansley (LD, St Paul's) said litter and roadside collections continued to be the biggest cause of complaint in the ward.
He and volunteers from the community, including university students, braved the cold and went out collecting last month when the authorities put a halt on the service.
Mr Lansley confirmed problems were ongoing in St Paul's.
He added that Ubico had assured him collections had taken place but that he did not think that was the case.
He believed it was a combination of problems, with the snow exacerbating other issues the community regularly faced.
"In St Paul's a lot of the properties have no frontages, we have a high per cent of multi-occupancy properties and very narrow streets," he added.
"Ubico seem to be confident the collections have taken place, but residents are not convinced. I am trying to get the issues in the area addressed as it creates a lot of concern in St Paul's.
"Collections in the area are one of the biggest areas of complaints I get from residents, followed by noise and parking.
"I think there is also confusion caused because half of the ward has recycling collections on one week and the other half on another week."
Mr Lansley said the problems were in the north west of the ward from Hanover Street to Marle Hill Road down to Monson Avenue and St Margaret's Road.
He added: "I don't think the ward has gone back to the level of cleanliness it had before the snow."
Ubico is jointly owned by Cheltenham borough and Cotswold district councils.
James Hiatt, of St Paul's Street North, previously told the Echo the lack of rubbish collections during the snow was farcical.
He said: "It was totally clear of snow here. Looking at Royal Mail or delivery companies, they are providing services that are similar without any apparent interruption – if they can do it, why can't the council?"
Councillor Roger Whyborn, cabinet member for sustainability, said: "There have been specific problems down there. Ubico is aware and is going down there to make sure that it is all done."
